How to spread your time across the 80/20

If 80% of your people get 20% of the results, and 20% get 80% of the results, then how does a leader allocate his/her time?  

One good way is to give the 20% individual time and the 80% group time.  This way you are giving most of your attention to the top performers, and still giving time to communicate to everyone.

Who do you give individual time to?  The top 20%?
